In a democracy, public affairs are no one’s personal fiefdom, though those in power often get their way in, say, getting someone into a position. But even here, the rules of eligibility must permit or be stretched to cover the executive’s will, or be vague enough not to stand in the way.

When Prime Minister Modi addressed a highly publicised meeting in Bali recently and remembered ever so fondly that Indians from Odisha had gone to Bali several centuries ago to spread “Indian civilisation”, he was actually admitting more than he meant.

Narendra Modi is not all oratory or glory with trumpets – he has a long track record of boasting and bungling, and sometimes just disregarding rules and conventions as well.

Now that US President Donald Trump is getting more overbearing by the day, Prime Minister Modi has, at last, decided to stand up to him. No self-respecting nation can exist at the mercy of another and India has a track record of standing up to American hegemony and its Seventh Fleet gunboats and paying the price for them. Remember former Prime Minister Indira ticking off Nixon-Kissinger or even Vajpayee going ahead with his Pokhran II nuclear demolition?

As fire and protests rage across the country, one is reminded of the utter lawlessness that Hobbes, Locke and Rousseau, the three classical political philosophers of the 17th and 18th centuries had referred to as the 'state of nature'. Things are not yet so bad, thankfully so, in spite of scenes of thousands of the unemployed young torching millions' worth of public property. They are up against the new Agnipath scheme that seeks to recruit some 45,000 short-time 'soldiers' into the army on a contractual basis. Modi's India has not seen such a worrisome breakdown of law and order, one that is so expressly violent and widespread in so many states.

Now that we are slowly getting over the shock and disappointment over the recent results of elections to five state assemblies, it may be time to stop fooling ourselves.

কিছুদিন আগে ডঃ কৌশিক বসু, ভারত সরকারের প্রাক্তন প্রধান অর্থনৈতিক উপদেষ্টা ও পরবর্তী কালে বিশ্ব ব্যাংকের প্রধান অর্থনীতিবিদ বলেন যে প্রধানমন্ত্রী মোদীর আর্থিক পুনরুদ্ধার নিয়ে উল্লসিত হবার কোন কারণ নেই। উনি আন্তর্জাতিক মুদ্রা তহবিলের পরিসংখ্যান প্রকাশ করে বলেন যে মোদী ভারতের জিডিপি বৃদ্ধির হার ৮.২% (২০১৬-১৭) থেকে -৭.৩% (২০২০-২১) এ নিয়ে এসেছেন।

নরেন্দ্র মোদী তাঁর কৃষি আইন বাতিল করার সিদ্ধান্ত নেওয়ায় বহ কৃষক ও সাধারণ মানুষ উল্লসিত হয়েছেন। কিন্তু দল ও মিডিয়ার মধ্যে মোদীর অনুরাগীরা বেশ অস্বস্তিতে পড়েছেন। বিগত এক বছর ধরে তাঁরা কৃষি আইনের পক্ষ নিয়ে সোচ্চার হয়ে ক্রমাগত কৃষকদের খালিস্তানি, রাষ্ট্রবিরোধী ও সন্ত্রাসবাদী আখ্যা দিয়ে এসেছেন।

নরেন্দ্র মোদি যে এখন কতখানি মরিয়া হয়ে উঠছেন সেটা তাঁর দৈনন্দিন বিভিন্ন হতাশা প্ররোচক পদক্ষেপ থেকেই স্পষ্ট থেকে স্পষ্টতর হচ্ছে। একদিন হঠাৎ দিল্লির ঐতিহাসিক ইন্ডিয়া গেটের অমর জওয়ান জ্যোতি চিরকালের মতো বুজিয়ে দেন আবার তার পরের দিন সকলের হইচই দেখে তাড়াহুড়ো করে একটি ঘোষণা করলেন যে ওর পাশের বেদিতে নেতাজি সুভাষচন্দ্র বসুর একটি মূর্তি স্থাপিত হবে।

Sorry to be a spoilsport amidst the widespread celebration at Prime Minister Narendra Modi’s promise to repeal the controversial farm laws and his ‘apology’ to agitating farmers.

It is usually believed that Narendra Modi’s surgical attack on the economy that he declared through the demonetisation of thousand rupee and five hundred rupee notes, exactly five years ago, was a disaster. Well, it surely devastated a large section of the economy but that does not really mean that Modi failed in what he wanted to achieve. Modi is too complicated to lend himself to a simple black and white analysis as much of what he says and does has several interpretations and objectives. An opportunist par excellence, he turns whatever he can, including his mistakes, to his own advantage.

গত 15 সেপ্টেম্বরে নরেন্দ্র মোদীর সরকার হঠাৎ একটি ‘Bad Bank’ ঘোষণা করল আর মন্ত্রিসভা একইসঙ্গে এই অদ্ভুত ব্যাঙ্কের খাতে বিপুল 30,600 কোটি টাকার সরকারি গ্যারান্টি অনুমোদন করল। এই ব্যাঙ্কের আসল নাম National Asset Reconstruction Company Limited, সংক্ষেপে এনএআরসিএল। বাংলায় তর্জমা করলে যার অর্থ হয় জাতীয় সম্পদ পুনর্গঠন সংস্থা।

অনেকেই বোধহয় নরেন্দ্র মোদীর ‘Bad Bank’ নামক নূতন এক ফন্দির কথা শোনেন নি। এই ব্যাংকের ভাল নাম অবশ্য বেশ গালভরা National Asset Reconstruction Company Ltd, বা এন এ আর সি এল যার মানে জাতীয় সম্পদ পুনর্গঠন কোম্পানি। মোদীর মন্ত্রিসভা গত ১৫ সেপ্টেম্বরে এর অনুমোদন দিয়েছে। এই সংস্থাকে অর্থনীতিবিদরা bad বলার কারণ এর কাজ হল সব রাষ্ট্রায়ত্ত ব্যাংকের যত bad বা অনাদেয় ঋণ এটির ঘাড়ে চাপান হবে। এই ব্যাংকটি অনেকখানি নীলকণ্ঠের মতন হয়ে উঠবে।

চলতি বছরের বাজেট অধিবেশনে নরেন্দ্র মোদী সরকার  ঘোষণা করল যে ২০২১-২২-এ বিলগ্নীকরণ মারফত ১.৭৫ লাখ কোটি টাকা জোগাড় করবে। যে সব জাতীয় সম্পদের উপর থেকে সরকারী নিয়ন্ত্রণ তুলে মোদী  সংস্থা বিক্রি করতে চলেছেন তার মধ্যে আছে আই ডি বি আই  ব্যাংক,  ভারত পেট্রোলিয়ম, শিপিং কর্পোরেশন এবং এয়ার ইন্ডিয়ার মত বৃহৎ কোম্পানি। বলা বাহুল্য এর একটিও অবশ্য তাঁর তৈরি নয় কিন্তু কোন অধিকারে তিনি এগুলি বেচতে চলেছেন এই সব মৌলিক প্রশ্ন বা বিতর্ক তুলে সময় নষ্ট না করাই ভালো।

বিগত সংসদের অধিবেশন পূর্বঘোষিত সমাপ্তির আগেই মুলতুবি করে সরকার যেন হাঁপ ছেড়ে বাঁচল। এই চার সপ্তাহে বোঝা গেল, এই সরকার অসহিষ্ণুতা ছাড়া আর কোনও আচরণই বোঝে না। নরেন্দ্র মোদী যতই জনসমর্থন হারাচ্ছেন, ততই তাঁর অসহিষ্ণু স্বরূপ দেখাচ্ছেন। সদ্য প্রকাশিত একটি সমীক্ষার ফল অনুযায়ী, তাঁর জনপ্রিয়তা গত এক বছরে ৬৬ শতাংশ থেকে এক ধাপে পড়ে গিয়েছে ২৪ শতাংশে।

My first few days in the Rajya Sabha were tumultuous enough to realise that classics like Erskine May’s Parliamentary Practice,the bible of Westminster, would really have to be ‘tropicalised’ a lot to adjust to the gross realities of the world’s largest and beleaguered democracy. The small endoscopic view of parliament’s functioning also leads to the belief that it has more to fear from those who have utilised its electoral facilities to seize power than from external dangers that the regime periodically projects, to augment its hegemonic measures.

বর্তমানে প্রধানমন্ত্রী নরেন্দ্র মোদীর দশা দেখে অনেকেই মনে করছেন তাঁর দিন বোধহয় ঘনিয়ে এসেছে। কিন্তু না, এখনও অবধি এই পুলকের সত্যি কোনও কারণ নেই। অতিমারি মোকাবিলায় তাঁর চূড়ান্ত ব্যর্থতার বিরুদ্ধে ক্ষোভ প্রথমে সীমিত ছিল শহরবাসীদের মধ্যে। দোরগোড়ায় মৃত্যুর তাণ্ডব দেখে তাঁরা আতঙ্কিত হন। আর এই মারাত্মক সংক্রমণ তাঁদের প্রতিষ্ঠা, প্রভাব ও ক্ষমতাকে কোনও পাত্তাই দেয়নি।
